Project astract The world of vertical integrated networks, where connectivity and services are closely coupled in a monopoly (or oligopoly) context is challenged by the recent networking evolution. A new order is forming with a balance of power, where new actors can profit from the novel technical possibilities and deregulations. The scenario of broadband wireless connectivity offered through unlicensed spectrum (e.g., Wi-Fi hot spots), possibly through the organized cooperation of a myriad of access infrastructure owners and a number of service providers, mediated by brokerage services (e.g., open access networks [1]), may shift the balance of power towards the final users, bringing higher competition and a faster development of broadband connectivity.<br/>The long-term objective of the research is to develop new methods and tools to support a large-scale deployment and management of mobile services to citizens. This exploratory project aims at designing an architecture and services for the students community. Students are spontaneously oriented towards innovation, are ready to experiment and give feedback. Addressing the large community of university students in Trentino will also facilitate a cultural growth of the local society in the area of new IT services, with a rapid transfer to the real-world of businesses and public services.<br/>The output of the preliminary investigation will be a plan for a large-scale experimentation, also considering critical planning and social concern issues, with some preliminary results obtained through Create-Net testbed, to be continued also by proposing projects to European Community and other funding agencies.<br/>
