Objectives: produce a strategic plan, to be instantiated in three years, with indications of concrete steps to be taken in the first year. The plan will be articulated in three sub-areas, roughly following the guidelines of the call for tenders:

1. Networking and infrastructure, including also all aspects related to IT security;
2. Process interoperability, including aspects based on service oriented computing and the broad adoption of (Web) Service technology;
3. Semantic (data) interoperability, as the basis for data integration and content management, based on the broad adoption of meta-data.
