The information society is synonymous with what is meant by "new information and communication technologies" (ICT). The universal use of electronic exchanges of information, convergence towards digital technologies, the exponential growth of the Internet and the opening up of telecommunication markets is revolutionizing many areas of everyday life. In the light of these changes the European Union has placed the information society at the heart of its strategy for the 21st century. The initiative became known as the "Lisbon Strategy" and came to cover a very wide range of policies. The aim of the Lisbon strategy was to make the EU "the most competitive and dynamic knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion". The Lisbon Strategy is heavily based on the economic concept of innovation as the motor for economic change.
